Very confused with hair straightener, please help?

I just bought a Cortex cordless hair straightener new, albeit off ebay.
The little manual said to charge it for 3 hours until use.

I set it up, plugged it in and turned the power button on. It said "000", and stayed like that for the past 4 hours.

When I disconnect it from the power, the buttons will not turn on. When I leave it in, the buttons do not do anything more than beep.

The manual says that it will say "C" when charging. It doesn’t.

Somebody help?
